    Prepare the dough: mix flour and salt, add cold butter in small cubes, rub together with your fingertips, gradually add water until a dough forms.

    Meanwhile, prepare the filling: cook chopped onions in oil until caramelized.

    Add ground beef, garlic, paprika and cumin, cook for 5-6 minutes, add raisins and green onion, let cool.
