Preheat the oven to 200°C.
Bring salted water to a boil and cook the penne according to package directions.

Meanwhile, peel and dice the carrots into small pieces.

Sauté the carrots in a saucepan with butter for 5 minutes.

Sprinkle with flour and stir, then gradually pour in the milk while stirring to make a smooth béchamel.
